How do you get Mew, celibe, Lugia, ho-ho, suicune, entei, raiku, deoxys, jirachi, manaphy, phione, arceus, and shaymin without using an event, ar, or migrating or trading

Without either an Nintendo Event, Action Replay, Migrating, or trading, there isn't any other way.

If there are no Nintendo Events. Or If You Cant trade or migrate then there aren't any ways for you to get them. Sorry. Hope I helped and please rate my answer

Without using action replay, nintendo event, migrating, or trading there isn't anyway. You can't find those legends without one of the choices you just said. I hope this helps!!
