Hello again. Where is fantina because she isn't in her gym? And I need to beat her to use strength

You first have to beat the Gym Leaders in Veilstone and Pastoria. Then she will be in her gym.

You can fight her after beating Veilstone's Maylene and Pastoria's Crasher Wake. And No, beating Fatina earns you the ability to use Surf. Beating Byron earns Strength. He's in Canalave.
