What are EV's and IV's supposed to do? Does it like raise your stats or something?

Each Pokemon you battle a trainers or wild gives you ev points when you defeat it. Each Pokemon either has 1, 2, 3, or 4 ev points. Now it will be toward a specific stat like attack or some thing. Once you get 4 evs for a specific stat like attack then it will go up by one higher when you level up. So if your level up was going to be this

But lets say you fought 4 gyarados's before you level up which they give you 2 evs each then you would get 8 evs which would mean the attack stat would go up by two more so your level up would be

Experiment try leveling up a Pokemon with a rare candy or some thing (saving first) and then turn it off fight 4 gyarados's and then level up and see what happens to the level up.

Also each Pokemon can only get 251 evs so if they are already used up which is likely if you have been training that Pokemon for a while then it wont go up.
