You need the move Rock Climb which you can find on route 217.

You need to get the HM Rock Climb. I can't remember where you get it but then you have to teach it to a compatible pokemon. And you can go right up it.

You need to find HM 08 which is Rock Climb, and get the Icicle badge first. After you get both you can climb those rocky walls! I used an Onix for it. But there are many others that can use it too. Hope I helped.
