You can get it from Ruby, Emerald or Saphire.
From the GTS
Or if you want to spend time there is a lake inside of Mt. Coronet but Feebas is only in one tile/spot in the whole lake so you have to fish everywhere if you want to find it.

You could fish in the lake in Mt. Coronet but it is only on one tile in the lake with a super rod.Import from ruby saphire or emerald or the (best choice) from the GTS.
