Hi need help at lake valour

I talked to the galatic grunt person outside of the marsh safari type zone place n then followed him, talked to him again and battled the rival of mine then when I went to the restaurant near the lake the galatic grunt person was suppose to be towards the east of it but he's not, I've been threw all the walkthroughs n can't see were I'm going wrong can someone please help!!
