How and when and where do you use the pokeradar I can't figure it out please help?

Well, you can use it anytime, but after you use it, and no Pokemon shows up, you must walk 100 steps to recharge it.
You can use it in any patch of grass.
To use it, you must go to your key iteams, go to it, then click a, then click on use.
