The global trade station allows you to trade Pokemon all over the world using wi-fi. To do this you need a wierless router. You can buy these at walmart.

If you can't even get to the building yet, you must get the first badge first. If you can but can't use the GTS, you must obtain a WiFi connection by using a "Nintendo DS WiFi Connector", or a Wireless Router.
