How can you get celebi without an action replay or migrating it in Pokemon diamond diamond or pearl?

Well, the only way after that is trading for it, with Wi-Fi.

The only way to get Celebi without hacking or migrating is by trading with someone who's done so.

Catch 100 unknown at the ruins then read unknown letters twice last go to very bottom and female celebi is waiting for ya =)
