I have the National Dex and I was wandering, how do you catch a Lapras. Thank you to any who answer.

Well, there is a opening, almost at the end of victory road, go in it, go down the stairs, then go into the next opening, then Surf on the water. There is a 10% chance of discovering Lapras. I suggest you bring a Pokemon with defog, so you don't have to worry about when facing the water pokemon. Well, there you go. Hope you get Lapras!!!
