How do you get heatran,I already beat the elite 4 and beaten battle tower.

You have to go through Route 226, and 227, then you go up Stark Mountain, then you team up with Bucky, then he steals the rock found at the end of Stark Mountain, then go back to the Survival Area and talk to Bucky's Grandfather and then Bucky, then go back up Stark Mountain to where you found the rock, and standing there will be Heatran.

P.S. You should use Dark Balls, because they have a better chance of getting him, they even have a better chance at night.

You have to head to Stark Mountain by going through Routes 226 & 227, where you encounter Bucky. Go back to the Survival Area and talk to Bucky's Grandfather, then Bucky. Head back to Stark Mountain, and Hetran will be there. Hetran is at level 70 when you fight them. I reccomend you use Dark Balls. They have nearly the highest chance when fight Heatran.

go to stark mountain and buck will be there go to the end and buck will pick up a stone than got to the survival area and talk to the grandpa and follow buck to stark mountain and heatran will be where you found the lava stone
