You get it when you show Professor Rowan, you complete Sinnoh Pokedex, if not there than from Professor Oak, in Pal Park.

You're given it from Prof. Rowan whenever Prof. Oak upgrades your Sinnoh Pokedex to it's National form.

You have to beat the Pokemon league for the first time go to Proffeser Rowan'lab and he'll give you a poke rader and give you the national pokedex.Hope I helped.
