You find Cyrus 2 times, one in the Galactic headquarters (Veilstone) and two in spear pillar (top of Mt. Coronet)

Throughout Diamond and Pearl, you encounter Cyrus in 2 places. The first time you will see him is in the Galactic Headquarters in Veilstone City. The second time you will see him is at Spear Pillar, which is what the top of Mt. Coronet is called.
