The Elite 4 cave, is north of Sunnyshore City. (i may have spelt the name wrong)
You have to surf north, then use waterfall to reach the cave entrance.
ALTHOUGH
You may be talking about the other cave, that leads to Route 224. In that case you must go to the elite 4, go DOWN the water fall and enter the cave. Down near the floor to the right there should be a cave entrance that was previously blocked but can now be entered.

The Elite Four cave, better known as the infamous Victory Road, can be found by surfing north of Suny Shore City. Once you are in Sunyshore City, head north until you arrive on a small shore. Talk to the woman there to receive the HM waterfall, and then surf north and you will reach the cave. Once inside the cave, you can find plenty of strong trainers to battle with so that your Pokemon can level up.

This Elite Four cave, otherwise known as Victory Road, is found north of Sunyshore City when surfing. You will encounter many trainers along your way to Victory Road. If and once you get to te end of the path to Victory Road, you will come up to a Waterfall. Before you go through the path to Victory Road from Sunyshore, you may have seen a girl by the shore north of Sunyshore City. She happens to be Jasmin, the 6th gym leader in Silver, Gold, and Chrystal versions. She will give you the HM for Waterfall which, when taught to a Pokemon in your party, will allow you to go over the Waterfall you saw at the end of the path to Victory Road. Once you go over the Waterfall, you will be at Victory Road. Cross it and you will be at the Elite Four.
