Well, no, there is not one trainer that has all of the starter Pokemon that you are looking for, but there are several trainers scattered throughout the game that have one of the old starter Pokemon. If you are trying to find one so that you can register it on your Pokedex, then just find someone and trade with them if they have the correct Pokemon. If you just want to see them, then look in the Survival Area, and inside the Elite Four cave.
