There's a couple steps in order to get Mystery Gift in Diamond and Pearl. First, go to the Jubilife TV Station in Jubilife City. Next, go to the 3rd floor, and talk to the guy in that back room. He'll ask for a few things. In the first section, put "everyone" and "happy". In the 2nd, "WiFi" and "Connection". There you have it, you've gotten Mystery Gift. I don't exactly know how to use Mystery Gift, so you're going to have to rely on someone else about that.

In order for you to unlock the Mystery Gift option in Pokemon Diamond and Pokemon Pearl, you must complete a task or mission first. After you have finished doing everything that you need to do, then the Mystery Gift option will have been unlocked. The first thing that you need to do is head to Jubilife City. Upon arriving in the city go into the Jubilife Television station. Once you are in there go to the Third floor, and you should see a man standing next to a woman in the back of a room. Talk to the man, and he will interview you twice. For the first interview with him, I want you to answer, "EVERYONE/EVERYBODY" and, "HAPPY. Then, he will ask to interview you again. For the second interview, say, "WI-FI" and "CONNECTION." If you did that correctly then he should say something about a code. Save your game, and then re start it. When you look in the main menu, you should see a option for mystery gift.
