For the Pokemon GTS, you have to have WiFi. Once gotten WiFi, get your friend code and you'll be able to enter the GTS.

Well, to answer the question that you asked, no. No, you do not need to use a cord to connect with other Pokemon players around the world using the Global Trading Station. If you wish to connect with other Pokemon players around the world so that you can do things like battling people and trading Pokemon, then you will need to get access to Nintendo WI-FI. Wi-FI is pretty much like the internet on your Nintendo DS system, except that it is mostly wireless. After you set it up correctly by reading a manual or by looking at instructions online, then you can go into battle rooms and meet new trainers.

You don't need a cord for anything DS related, unless you are cahrging you DS.
