This is a bit complex...

Pal park is a place that you can acces only when you have the national dex (u have to have seen every Pokemon in the sinnoh dex to be able to recieve it). To get regirock (or any other Pokemon from the GBA games) you will need to migrate Pokemon from ruby, saphire, emrals, fire red or leaf green. Insert one of those games into the GBA slot and when you start up it will say migrate from...
Ps: again, you can only do it if you have the national dex. The path to pal park is blocked unless you have it.

Well to go to the Pal Park, you have to........

1) Complete the National Pokedex.
2) Defeat the Elite 4
___________________________________________________________

After you've cleared all of those.... 1) Insert your Sapphire/Ruby/Emerald/Firered/Leafgreen into the GBA cartridge. 2) Turn on the DS. 3) Look at your options.
4) Select the option: Migrate......
5) Select the 6 Pokemon you want to migrate to Diamond.
6) Fly/Surf to Rt.221
7) Go into a yellow building, and there!

You should be at the Pal Park now. Hope that you're satisfied.

Since you say you just started the game, this will be pretty hard. You have to Beat the Elite Four and the Champion. After you do that, see all 150 Pokemon in your pokedex and then go to Prof. Rowans house and recieve the National Dex. Ok, now you should save at a point after you got the National Dex, and then restart your game(either by turn on and off or L + R + Start + Select) and go to your new option on the main menu, "Migrate from (Insert GBA game here)" and from there you choose 6 Pokemon THAT WERE IN YOUR PC! After that, you have to go to route 221 and surf or fly all the way to the end. Go into the building over there and then talk to the guy blocking a way to a door. And enter yourself in the Catching Show. You will get points in the Catching Show for how quickly you finish and then you get fans!! You can keep migrating from previous games until there all gone!

I for got to tell you, when you migrate YOU MUST HAVE YOUR POKEMON DIAMOND GAME AND YOUR GBA GAME INSERTED IN BOTH SLOTS!!

Pal Park is a place where you can re-catch a team of six Pokemon migrated from a GBA Pokemon game, to D+P. Although, you can only do so if you have beaten the Elite 4 and Champion. Youll get six Park Balls, which are essentially Master Balls.

Pal Park is only available after you obtain the national pokedex and have beaten the elite four at least once. It is a place where you can get Pokemon from GBA games, by putting a GBA in the GBA slot, the title screem of Diamond or Pearl will have an option saying 'Migrate from {insert GBA games name here} you have to transfer six at a time and you have to wait 24 hours to do it again, you can not get it back on the GBA game.

Beat the game and fill your pokedex. Then go see rowan and oak will show up upgrading you to national dex. You can then migrate Pokemon and go to Pal Park

You cannot get Regirock right now, since you are probably at the beginning of the game. You have to wait till you get all eight gym badges, beat the Elite four, and get the national pokedex. Once you do all of that, you will be able to trade your Regirock from Pokemon emerald, Pokemon Ruby, or Pokemon Sapphire to your file in Pokemon Diamond.

You can only go to the Pal park after you obtain the National Pokedex from Professor Rowan as a reward for seeing, or catching all 151 Pokemon in the Sinnoh region. So in other words, do not worry about it right now. You can get your Regirock soon enough.
