You must defeat Pastoria City Gym, then head back to Valor Lakefront Cythina will give it to you, for apprenhending the Galactic Grunt.

Okay, to get the psyduck to move, you need to get the key item called secret potion. You can get it from Cynthia in the town east of where you are. So go to where the psyduck are, head east, and follow the path until you get to the next town. Soon upon arriving, you will run into Cynthia, and she will hand you the potion.

Go to every city untill somebody gives you secret potion and go back and she will come again...easy lol
