If you mean the one that tracks mespirit and cresselia then you can get ti at the TV station in jubelife city

I think that after you beat the Elite Four, or after you get all Eight badges, then you can get the application from the Poketech shop in Jubilife City.

I went up to the president and he didn't give me the pokemon tracker app, and I've got dialga and uxie and all 8 gym badges, any help?
