Is there a name rater in Pokemon diamond? And if there is, where can I find him/her?

Yes, there is a name rater. I'm not exactly sure where, but I think he is in one of the Condominiums in Eterna City.

Do not despair, for there is indeed a Name Rater. As to where he is, he is living in the big building in Eterna City. That building is the condo, so look there, and he should be sitting at a table on the first floor. Hope this helps.

There most definately is!!! He is located in Eterna City in a very large house/tower thing. Outside of the house a sign will say "Name-Rater"
