If you go to the top of the Lost tower, which is south of Solaceon Town, then on the top floor should be the HM strength. But to use it, you must be the Gym leader associated with the HM.

You have to go a bit south from solacion town, and you will see a tower thing. Go in it and get to the top floor. Strength is up there, but I can't remember if you have to talk to the people or you just find it laying there...

HM04 Strength is given to you by one of the old ladies on the top of Lost Tower along Route 209.
Although it is possible to obtain it before you've obtained three badges, you can only use it once you've obtained the sixth badge.
