Click on him and he will be muttering to himself keep on following him then some girl will come and give the secret potion to you and then you should go to the syduck and give it to them then they will move. Make sure you have defog. I think you find it in the entrance to the great marsh. Ask the poeple they one of them will give it to you

Well, you need to obtain the first four badges, first. Then, talk to the Galactic grunt in front of the building in the northeast corner of Pastoria City. Start chasing him, and battle your rival. Continue chasing him (heal, if necessary) until he stops just above the Hotel Grand Lake. Battle him, and once you beat him, go up a little and talk to Cynthia. She'll give you the Secretpotion, which you give to the Psyduck near the cafe on Route 210. Then, they'll go away, just like what you wanted xP

Cafa, of you mean Cafe? If you mean Cafe, then you must mean the poor group psyduck that are blocking the way. In Pastoria City, near the entrance to the Great Marsh, you should see a Team Galactic grunt standing there, muttering to himself. If you talk to him, he will grow alarmed, and then he will run off. So what you do is go out, and follow the Galactic Grunt, when you see him, talk to him again, and then he will run off, so go repeat the process till he stops, and you battle him.

By now, you should be at a hotel, so what you do is walk around, and eventually a woman dressed in black should come up, talk about something that is totally un-important, and then she will hand you the secret-potion which you use on the psyducks to get rid of their headache.
