You can get an Eevee over WI-FI if you have it. Or if you have the National Dex, you can get one from Bebe in Hearthome city or in the Trophy Garden on route 209.

There are a few ways to get an Eevee, so no worries about getting one. You can get an Eevee from that Bebee girl in HeartHome City, after you get the national pokedex from Professor Oak. If you want more than one Eevee, go to the Pokemon mansion which is somewhere around Pastoria City. When you enter the Mansion talk to the big man who is in one of the back rooms, he should tell you some story about a Pokemon in his garden, which the butler will say is not true, and then the owner will tell his butler or whatever to go get some of that rare Pokemon, and put them in the garden. If he talks about an Eevee then it's your lucky day, you can a bunch of them outside in the backyard. You also have to have the national Pokedex before you can do that.

To get an Eevee you need to get the national pokedex by completing the sinnoh pokedex. Then go to hearthome city and there will be a house next to the pokecenter and you will see bebe. Talk to her and she will give you an Eevee. Then you should mate it with ditto. Another way to get Eevee is to transfer an eevee from saphire ruby or emerald.

You can get a free Eevee from Bebe in the house next to the Pokemon Center in Hearthome City after you've obtained the National Pokedex. You can also find some Eevee in the Trophy Garden along Route 212, also after you've obtained the National Pokedex.
