Where do I get a PP Max? I know you need a Dowsing Machine, but where do you use it?

I know you find a lot of rare items using the Dowsing Machine in caves, especially Mt. Coronet. Some can, more than likely, also be found in Stark Mountain. Just look for random boulders (not the ones you use Strength on, or the ones you can smash with Rock Smash; just boulders in the cave).
