Those are not TM's, nor can you learn it from any move tutor.
The only way for Pokemon (who don't learn it by leveling up) to learn it is through breeding with Pokemon who DO learn them through leveling up (make sure they know the move before you breed the two Pokemon ;])
A hint about breeding: you need the male Pokemon to Thunder Punch and Fire Punch. Whatever Pokemon you want to know those two moves needs to be the female Pokemon breeding with that male pokemon. Be sure the two Pokemon are compatible!
If this confused you, I'll give you a scenario.
You want Buneary to know Thunder and Fire Punch, but he can't learn it through leveling up. So, what you do is get a female Buneary, and a male Medicham, since those two Pokemon are compatible. You re-teach Medicham Thunder and Fire Punch, and then you breed the two pokemon. You'll eventually receive an egg, that will hatch into a Buneary who knows both Thunder and Fire Punch.

You can't get a medicham with thunder and fire punch in diamond..Guest answered:
There is an other way too if you’re Pokemon could learn it at lvl 1 but it didn’t you can use a heart scale to exchange it for the move
(Heart scale are obtained by explorer kit by digging of course)
(Go to the man in pastoria city in one of the houses there is a man who does this)
Please note I did this in pkmn diamond so I guess it’s the same for platinum and pearl but for others idk
