Is it possible to receive a charmander by breeding Pokemon that arent charmanders?

The Female (Male or Female if you're breeding with a Ditto) must be either Charmander, Charmelon, or Charizard. If one of those Pokemon are in the Daycare with another Pokemon within the same Egg Group, a Charmander Egg can be obtained.
If the Pokemon aren't any of these, it's not possible to get a Charmander.

Yes. Other than Charmander, you can use Charmeleon, Charizard, a Ditto, and/or any male Pokemon in the same egg group.
If you use a Ditto, you need one Charmander, Charmeleon, or Charizard. The gender does not matter.
If you don't use a Ditto, you need one female Charmander, Charmeleon, or Charizard. You then must breed it with a male Pokemon in the same egg group.
If your question was more along the lines of "Is it possible to get a Charmander egg through breeding two random Pokemon like Zubat and Minccino?" then the answer is "No."
No. You need to have one of Charmander's evolutions to breed if you want a Charmander.
