Ashley, I CAN'T FIND ONE EITHER! I fish EVERYWHERE! But I suggest that you should fish by Theif V's hideout be the
waterfall there are rare fish there.

the salmon is near where Lyndsay works NOT the waterfall. You have to fish right after it turns to the evening.
