Could some please tell me where I can find a fox I've been looking in the windy meadow and can only find dogs and rabbits. If you could please help

You know that snowy place where you find wolves (I can't remember the name) well you will find wolves and foxes there!
A fox can be found in the Highlands! It’s favorite food is lean meat.
