I'm at the tree level gathering food I'm stuck at where the shoe is haning from the tree how do I get up and then what do I do after that.

Use your Spore Power to hit the Shoe. You'll know when you can hit the Shoe when Mosqitoes start coming out. I'm pretty sure you have to give all the food to old mushroom dude.
You can use the grappling hook to grapple to the branch the shoe is hanging from, and then just simply jump of the ledge. This should put you next to the shoe, and at that point you just smack the thing. You might need to adjust your height a bit with the d pad before your attack is actually in range though.
