If he isn't talking to someone and the girl isnt sitting on the bench next to the jukebox, there's something wrong with the game. It happened to me. I started over and they were there. When you restart, talk to the girl and pay her money and she will take the person away.

thanks for this, I was on it for ages last night wondering how and who you are supposed to distract from the captain. How annoying though that im going to have to start again.
