Question for Mega Man Star Force 3: Black Ace

How can you get all three omega-xis peaces on the game because the one wall is telling me that I need them to get pass

Um, do you mean Omega pieces? You get them from beating Omega level bosses. But only one per boss. For example, say you beat an omega boss, you can't get another omega piece from that boss ever again. There's a cheat that lets omega bosses appear randomly. Look around for it, I forgot how you do it, other than pressing stars at the title screen.
