To get this form you can not have any brother bands. This Noise form replaces the Multi noice form and upgrades your sword cards giving them 50 extra damage points. I got it very easily.

DELETE YOUR BROTHERS AND WALK IN THE DEALER BASE AND YOU WILL FIND BURAI NOISE!!!

AND I DONT WANT TO BE YOUR BROTHER

You can have brothers with people IN GAME, but you can't have ANY brothers with other players. Then in due time, it will come to you in a noise change.
