I defeated NebulaGray once but why do I have to fight him again?

When you unlock the nebula area you has to do some more liberation missions after you do all of them youll reach the lasst area and there you go to defeat some ds navies when you defat them all you got to defeat the king of chaos (aka ds megaman bass or nebulagray).

Also once you defeat him the first time you don't have to agin but you can once you beat the game youll just go back to the spot where you save befor the battle with him.

Forgot to mention the nebula area is also known mukland
