Ok well it's all about the lisense items youll need at least 2 strength lisenses, 2 defense lisenses and 2 auto block lisenses once you start the fight use all three of these items but just once each and you should be able to defeat him no problem

When I'm fighting cloud, for some reason my licenses are gone and I'm not sure how to get them on the commands or if it's automatic

Muscle strike + rising rush + chain rave = subjugate lv 5 which hits multiple targets.

Chain rave + muscle strike + rising rush = star of faith which targets 1 enemy in a power strike.

Best command set up is the following: muscle strike, rising rush, chain rave and cure/cura/curaga. If you have room for more slots, feel free to add more commands of your choosing and experiment.

Note: combinations must be in exact order.
