Erik eagle, to get him you have to go to the hostiptal after you talked to silvilia about going to the station for the kirkwood match

Go to the hospital before the kirkwood game make sure that you have bobby in your time or you can't get eric

The ????????? Person is Erik Eagle, the one Bobby and Silvia keep talking about. After you talk to Silvia about going to the station for the Kirkwood match, go to the hospital with Bobby in your team and you will get Erik. He comes at level 40 and has 'Spinning Shot', 'Illusion Ball' and 'Spinning Cut'.

Anytime after the kirkwood match
So even if you have finished the game
You only need to take bobby in your team
And walk into the hospital

You get bobby in your team, and the day of the kirkwood match (or after the kirkwood match) you go to hte hospital with bobby in your party. There a storyline happens and bobby asks you mif Erik can join. Say yes and he does.
