Question for Final Fantasy IV

I am attempting to create a fully maxed team in my third play through of the game. Upon completion of the first play through, I received the limit break augment. I was promised to receive another after the next play through. I did not receive this augment. Why? Explanation please, this ruins EVERYTHING!

You can only acquire the Limit Break augment on completing the first playthrough. It does not give a second Limit Break after completing a New Game+.
