In order to transfer people to other teams in manager mode, your team must be of high level to transfer players like Messi. You can transfer people through Transfer Hub in the main menu of manager mode. There will be a transfer budget that your club has that limits your cash.

There is also a cheat way of putting players into other teams (I seriously don't recommend it. It spoils the game) Go to Game settings and click on Manage Teams. Manage Teams allow you to swap players to other teams of your own choice for free. There is a limit of transfers you can do but the limit is about 10,000.
