Silvermist is in the waterlily house which can be found using the arrow in the lilypad pond and iridessa is in the sunflower house which can be found using the arrow in the sunflower meadow. Other than those two locations, sometimes there are sparkles in both lilypad pond and sunflower meadow
It depends, there are often sparkles in silvermists house, but only if shes there. When you reach a certain point in the game, the fairies are not always in the same place, e.g. Vidia sometimes moves to lilypad pond,or olwen to the autumn section
