Where can I get sandbag in digimon world ds.?is it just only 3 codes in security.

You can obtain the Sandbag from the Farm Goods Shop. The shop is located in the building the screen North-West of the Dungeon portal. If the sandbag does not show up on the list, enter a dungeon and return to central (or save & reload), it should refresh the list.

As for your second question, yes, there are only three codes for the security.
