Getting a level 99 digimon is simple but it takes time, all you need to do is constantly degenerate it because the aptitude of the digimon will go up every time you degenerate it, it's best to keep degenerating from mega to ultimate by training in the end of the chrome mine (dusk) or task canyon (dawn), but beware because you will need very strong digimon, or train in the transfield. To get a mega just reach it's requirements.
