Who is the best commander in Advance Wars Days of Ruin?

Penny is good if your going into a battle and you don't know the weather conditions ans she has an okay CO zone. Tabitha is good, but her zone is basically nothing until you fill up the meter. Tabitha is best for COing a rocket car. Isabella is good for people who like indirect attack vehicles (like me) and she boosts mobility. Hope this helped

Caulder is the best character, if you do not have him, Isabella is the second best, believe me, I checked.
