Where to find all 16 plates:

Added:

Ok, first just saying there are 16 plates you can get, that you would normally equip to "Arceus" to change his type, but for people who do not have him and want the plates to use on your team, here is where they all are. You may also need to use your "Item Detector" for some plates. Also all plates can be found underground. One last thing, when "Arceus" isn't holding any plates "Arceus" is a normal type. By the way the only way to get "Arceus" is by cheating or some other stuff.

Insect Plate: It is found in the "Old Chateau", or underground.

The "Insect Plate" turns "Arceus" into a Bug type, and boosts the power of Bug-type moves.

Dread Plate: It is found in the "Lost Tower", or underground.

The "Dread Plate" turns "Arceus" into a Dark type, and boosts the power of Dark-type moves.

Draco Plate: It is found behind the Statue in "Eterna",or underground. (If you can't find it, use your item detector, it's right behind it so yeah.)

The "Draco Plate" turns "Arceus" into a Dragon type, and boosts the power of Dragon-type moves. Item's needed: Might need Item Detector.

Zap Plate: It is found right outside from the "Sunnyshore Lighthouse", or underground. (It's like in the corner, but if you can't find it, use your item detector again.)

The "Zap Plate" turns "Arceus" into an Electric type, and boosts the power of Electric-type moves. Item's needed: Might need Item Detector.

Fist Plate: It is found on "Route 215", or underground.

The "Fist Plate" turns "Arceus" into a Fighting type, and boosts the power of Fighting-type moves.

Flame Plate: It is found inside of "Stark Mountain", or underground.

The "Flame Plate" turns "Arceus" into a Fire type, and boosts the power of Fire-type moves.

Sky Plate: It is found at the bottom of the waterfall at the "Pokemon League", or underground.

The "Sky Plate" turns "Arceus" into a Flying type, and boosts the power of Flying-type moves.

Spooky Plate: It is found at "Amity Square", or underground.

The "Spooky Plate" turns 'Arceus" into a Ghost type, and boosts the power of Ghost-type moves.

Meadow Plate: It is found on "Route 210", or underground.

The "Meadow Plate" turns "Arceus" into a Grass type, and boosts the power of Grass-type moves.

Earth Plate: It is found deep within the cave between "Jubilife" and "Oreburgh", or underground.

The "Earth Plate" turns "Arceus" into a Ground type, and boosts the power of Ground-type moves. HM's (Hidden Move's) needed: Rock Smash, Surf, Strength.

Icicle Plate: It is found on "Route 217", or underground.

The "Icicle Plate" turns "Arceus" into an Ice type, and boosts the power of Ice-type moves.

Toxic Plate: It is found in the "Great Marsh" in "Area 2", or underground. (When you go to the "Great Marsh" and get in area 2, go to the very corner and use your item detector.)

The "Toxic Plate" turns "Arceus" into a Poison type, and boosts the power of Poison-type moves. Item's needed: Might need Item Detector.

Mind Plate: It is found in the "Solaceon Ruins", or underground.

The "Mind Plate" turns "Arceus" into a Psychic type, and boosts the power of Psychic-type moves.

Stone Plate: It is found in "Mt. Coronet", or underground. (It is found above a waterfall which is on the way to the "Spear Pillar" but you can't really miss it.)

The "Stone Plate" turns "Arceus" into a Rock type, and boosts the power of Rock-type moves. HM's (Hidden Move's) or Item's needed: Surf, Waterfall, and to keep Pokemon away Max Repels.

Iron Plate: It is found in "Iron Mountain", or underground.

The "Iron Plate" turns "Arceus" into a Steel type, and boosts the power of Steel-type moves.

Splash Plate: It is found on "Route 219", or underground.

The "Splash Plate" turns "Arceus" into a Water type, and boosts the power of Water-type moves.

I took a lot of my time to make this for you people who don't have all of the plates and if you need them, if I was not informative enough or over informative, then please tell me thank you.
