Ok since there most likely to use posing types and fire types be sure you to use some steel types and some water types hope it helps.

Each Team Rocket member has different Pokemon so I would just mix and match until I found a group of Pokemon that work for you.

Use good water and steel type pokemon.

psychic pokemon
Fighting pokemon
Flying pokemon
Ground pokemon
Dark pokemon
(then you can choose any
i chose misdreavus)
Try to kill male executives houndoom in one hit like earthqueake if you have water or ground cause first turn he uses sunny day then he uses beam(i dont remember name)but its grass type and pwr is 120 hope this helps :D

From rental Pokemon use Staryu, Misdreavus/Haunter, Graveler, Kadabra, Skarmory and Tentacruel. This team has advantage against every trick of those bastards. Send Graveler or Misdreavus to receive Explosion and make 1st soldier waste a pokemon. Use Skarmory or Tentacruel with 2nd soldier to block Toxic. 1st Executive is not very difficult with Kadabra and Skarmory. Try to kill final opponent's Houndoom with Graveler's Earthquake in one-hit, and use the ghost against Wobbuffet.

Steelix is easily one of the most important pokemon to have. He can wall and defeat early 3 quarters of their pokemon alone with just te rental move set
