There is no location called the City in Pokemon Snap. The only unlockable locations are the Beach, Tunnel, Volcano, River, Cave, Valley, and Rainbow Cloud.
The Beach is unlocked at the start of the game. You unlock the Tunnel after taking enough pictures in the Beach. The Volcano is unlocked after finding the secret entrance at the end of the tunnel, activated by throwing an item at Electrode and it explouding.
The River is unlocked after taking enough photos in the Volcano. The Cave is unlocked by throwing the gas ball at the camouflaged Porygon at the end of the river. And the Valley, too, is unlocked by taking enough photos in the Cave.
If you knock a Mankey off on of the edges in the Valley and then onto the switch at the end of the course, you will get to Professor Oak's Cabin. Find all the Hidden Pokemon Signs after this, and you'll unlock Rainbow Cloud.
