I'm stuck in Jolly Roger Lagoon, the Electric Eel Lair is the blue dome straight down the hole right? I can't find anything other than that, the octopus tunnel, and the tunnel to the other room. No warp pad, jus the blue dome with a Kazooie door. (which I can't open) plus I have no Split-up Pads on this level to get the Wing Whack! Help!

Split up pad is under the stone thing in the middle of town. Smash it.
The Electric Eel's Lair is the small pillar-like building to the right of the largest building in Atlantis; the door should already be open. The Talon Torpedo, which is required to break open doors and rocks with Kazooie's face on them, is learnt here and costs 290 notes.
As for the Wing Whack, you'll have to fire a Grenade Egg at the stone treasure chest in the middle of town to reveal a Split Up pad.
