This two-handed weapon is given to you as a reward. In order to obtain it you need to read your mother's diary on the first floor of your house during your second playthrough. Doing this will enable you to access The World of Recycled Vessel DLC. Once you have defeated the third level of enemies behind the second door you will receive Fool's Lament.
