Find some easy mission, usually what you've already completed before, and make sure that you're taking all the blue chip from the aliens you killed. And personal tips, if you really wanna upgrade one particular weapon, make sure to use a fully upgraded secondary weapon, so that all the blue chip you're taking is concentrated for that particular weapon's upgrade
