In order to plant something in your garden you need gardening tools which are sold by Almeric the merchant under the ! Tab. You also need seeds which are sometimes given as rewards from quests and can also be bought from Almeric in the leaf tab. Fertilizer is also found under this tab.
Go home and tap on one of the garden's plots and select "plant a seed". You have to wait until that action is completed before you can plant seeds in the other plots. To fertilize, tap on a plot that already has a seed planted in it and select fertilize. The plant will then be ready for harvest and one "fertilizer seed" will be deducted from your inventory.
