Make sure your alignment is in the good side otherwise you can't recruit the legend (you may need to donate coins to the church if your alignment is bad). Isaure Walkyre is a legend and she should appear in your village... You might need to check each sim in your village to find her though.
On mine it was a sim named Dungal Lotario that had appeared in my village
The person in my town was also grom ko grak but I looked around the village and I found Marco Gudmar who is also a legend and you can add him to your guild.
Grom Ko Grak does not work for this quest. He was used for the whole heros contest thing so he is uneligable. There should be a second legend but they may take some searching.
It's not the guy you fought for the condition at the end it's another charter. Each game has a different legend they need to choose.
What I did, is that I met everyone in the kingdom then I looked at the book (bottom right corner) then I went to the relationships (people) then I checked on their jobs and I looked for the word "Legendary" under their names. Then I added them to my guild so I can be op XD
You can add Ode Tibald to your guild. Only blue people on your map can be add to you guild and she happens to be a blue legend! I did it and it worked so there you go. Hope that helped you!
